Consultation on the draft Pension Administration Strategy Statement
We are inviting feedback on our draft Pension Administration Strategy Statement (PASS).
The PASS document sets out the roles and responsibilities of the Lancashire County Pension Fund ("the Fund"), Local Pensions Partnership Administration ("LPPA") and Scheme employers and the quality and performance standards expected of each party. It also outlines procedures for monitoring and ensuring compliance with the obligations of the PASS.
We welcome feedback from employers, stakeholders, and other interested parties on the draft PASS and how well it clarifies the roles and responsibilities in delivering a high-quality administration service to our members.

Key Changes to the PASS
To support in considering the revised PASS, the key changes to the contents of the PASS are detailed below:

Separated functions/tasks by Fund Offices and LPPA for clarity. Updated and revised functions/tasks in line with current resources offered by both LPPA and the Fund and added further details for clarity where required. Updated performace targets and SLAs to align with LPPA (page 5). |

| Monitoring Performance and Compliance |
Updates section to outline the Fund's commitment to supporting employers and using charging as a last resort for persistent or prolonged non-compliance. Updated charging scales to introduce tiered charging based on employer size for late data files. Introduced charge for delays to the admission agreement process (page 16). |
